The registration schedule for the Prime Minister's Laptop Scheme 2023 has been announced. The deadline for online applications is June 20, 2023. Students can submit their applications through the official portal of the PM Youth Program at https://laptop.pmyp.gov.pk/.
The Government of Pakistan has announced the revival of the Prime Minister Laptop Scheme as part of the Prime Minister Youth Program. Under this scheme, 100,000 laptops will be distributed to students. Shaza Fatima Khawaja, Special Assistant to the Prime Minister on Youth Affairs, made this announcement.
Ms. Shaza Fatima emphasized that the Laptop Scheme will enable students to continue their studies online and explore various online work opportunities available worldwide.
Eligible universities for the PM Laptop Scheme include students studying in public sector universities, degree-awarding institutes, and sub-campuses duly recognized by the Higher Education Commission (HEC). The list of eligible universities will be displayed or attached to the provided link.
For the PM Laptop Scheme in 2023, the following eligibility criteria apply to students:
- The applicant must have a valid CNIC/B-Form number.
- The student must be currently enrolled as of the closing date for application submission, which is December 31, 2022.
- Students must have enrolled on or after the specified dates according to their respective program durations, as listed below:

Note: The eligibility criteria apply to students studying in public sector universities and degree-awarding institutes recognized by HEC, except for distance learning programs.
Eligible students include those enrolled in Ph.D./MS/MPhil or equivalent 18-year programs, as well as students enrolled in 4-year or 5-year bachelor's degree programs (morning and evening) and MBA programs (3.5 years, 2.5 years, and 1.5 years).
The following students are ineligible for the scheme:
- Students enrolled at any private sector higher education institute (HEI).
- Students enrolled at any government degree and postgraduate colleges and affiliated colleges.
- Students who have already received a laptop under any Federal or Provincial Government scheme.
- Foreign nationals, except students from AJK.
- Any other students who do not meet the listed eligibility criteria or as identified and decided by the Steering/Technical Committee.
- Students who have not applied online or whose applications have not been received through the online portal.
- The eligibility for the laptop award will also be determined at the time of distribution. Students who fail to produce the required documents and proof of academic performance, which qualified them for a laptop, will not receive one.
- Any selected student who completed the degree program before laptop distribution.
Laptop Distribution Strategy/Selection Criteria:
- Once students have submitted their applications online (before the deadline) through the HEC online portal, the system will sort and identify eligible and ineligible students.
- The Focal Person of the respective department will verify the student's data using their online focal person account, including the student's name, CNIC, department, degree level, last exam percentage/CGPA, etc.
- The University Focal Person holds the sole responsibility for the verification process.
- If any discrepancies are found in the student's data, they will be rectified by updating/editing the student's information after obtaining records from the institute or directly from the students.
- Based on the nature of the application, the focal person can either disapprove, verify, or make corrections within the given timeline.
- Each institute will receive its designated share of laptops based on a predetermined quota outlined in the eligibility and merit criteria.
- After the deadline for verification from HEC has passed, an automated process will generate merit lists for each university.
- HEC will then share the provisional merit list with the institutes for cross-checking, and the institutes will have 15 days to review and respond.
- Once any discrepancies from the provisional merit list have been addressed, HEC will distribute the final merit list to the institutes.
- Every institute is required to display the final merit list on their notice board, website, or social media page, along with a distribution timeline.
- Likewise, the final merit lists will be published on an online portal accessible to all students and the general public, allowing them to view the merit status of each individual.
Laptop Distribution Criteria: The distribution criteria are as follows:
- Laptops will be distributed solely on a merit basis in each degree program (Ph.D., MS/M.Phil., and 16 years of education).
- The allocation will be determined according to university enrollment, and laptop quotas for each degree program will be established (including university quota, campus quota, degree program quota, department quota, and distribution based on years).
- As per the directives of the Prime Minister's office, a fixed quota of 14% (14,000 laptops) will be allocated to Balochistan HEIs.
- (Note: Students from accredited universities in Baluchistan will be accommodated within this quota). The remaining 86,000 laptops will be distributed among public sector HEIs based on their enrollment preferences.
